Tribal culture of the middle east and the solution

Tribes still play a great role in the culture of the middle east, almost everyone uses the tribe's name with their names, especially in the Gulf states.

According to Philip carl Salzman, tribes conceptualized as the descendants of a common ancestor on the male line will combine their resources with other closely related relatives against more distant ones, and the whole tribe will then stand together against outsiders. This tribal framework renders it nearly impossible to have a constitution or a regime of law and order, thereby "generating a society where all groups are on an equal basis." Tribal members "are loyal only to their groups." 

Tribal loyalties are said by one commentator drawing on Salzman’s work to “create a complex pattern of tribal autonomy and tyrannical centralism that obstructs the development of constitutionalism, the rule of law, citizenship, gender equality, and the other prerequisites of a democratic state. Not until this archaic social system based on the family is dispatched can democracy make real headway in the Middle East.'

then what is the solution?

the solution remained in history, the rise of Islam in the Arabian peninsula is the most important historic event in world history. religion Islam was given by Almighty Allah through Prophet Muhammad(PBUH).during his prophethood he established a state named Medina as per a constitution named "charter of Medina", where every tribe had treated as same. responsibilities, penalties were described very nicely. even believers of other religions had got their rights properly. so by following the charter half of the problem will be solved.

the other problem is who will be the leader? During the prophet's time, everyone agreed about the prophet's leadership as he was the best in virtue among all the people. but now in our time to select leaders may be difficult. here comes a solution, I think it can be done by a scholar council. there can be certain rules which will define who will be eligible for scholar council. tribe leaders will review the eligibility criteria from time to time. the scholar council will then finally decide the supreme leader.
