Proposed structure for choosing leaders in Islamic countries
In the days of the Rashidun Caliphate, everyone did not participate in selecting leaders. meritocracy was preferred over democracy for selecting leaders in the Rashidun Caliphate, which is considered the best time for Islamic rule after the prophet Muhammad (SAW). Here I am going to propose a structure for selecting leaders in Islamic countries. Nowadays some Muslim countries have populations of more than a hundred million, so choosing leaders has become very complex, so here starts my proposal...
1. everyone who is reaching 18 years of age and interested in participating in state affairs in Islamic countries will register his/her name for leadership positions.
2. with the application of registration he/she will submit a paper from a local imam (who is registered with the Ministry of Religious Affairs)about his/her character and practice of religious obligations. There should be a process of punishment if an imam intentionally gives a wrong recommendation and it is proved in trial.
3. An intensive written exam will be arranged by the state for all eligible candidates. The top 3% to 5% will considered as a pass(it will depend on the population size of the country but the pass rate should not be more than 5%) Questions of the test will be on religious matters such as the Quran and hadith, state affairs, history, economics, basic mathematics, etc.
4. candidates who will pass the exam will be considered political cadres, and they will participate in voting and selecting top leaders. Every political cadre should renew their status by recertification exam every 5 years.
5. these political cadres will select the top 30 political positions of the state through a poll arranged by an independent election commission every 5 years.
6. these top 30 members will give appointments to members of parliament and top political positions of the country from the political cadres, who were selected by exams.
with constructive criticism of my proposal, I believe we can reach on a good solution on this matter.
